How this estimate works
The routing stage samples across all seven bands. Each assessed band then uses 12 real NGSL headwords, sampled evenly from four internal 100-word rank groups, plus three control items. Uncertain results receive a second independent sample. The public NGSL seven-band structure is not changed.
